Survey report to prepare the development of a benchmarking system for all clusters in Hamburg

The Senate of the Free and Hanseatic City of Hamburg has been using cluster policy as an economic and innovation policy instrument for several years. In April 2010, the "Overall Cluster Policy Strategy for Hamburg" was adopted by the Hamburg Senate. In February 2011, iit - Institute for Innovation and Technology, Berlin, and DSN were commissioned to prepare a report on the development of a joint evaluation and benchmarking system for all Hamburg clusters. The report was presented in May 2011. The report provides answers to the following questions, among others: How can a common, uniform evaluation and benchmarking system for all Hamburg cluster initiatives look like? What evaluation and benchmarking indicators should such a system be based on? Which methods should be used in such a system? Which factors are crucial for the success of a common, uniform evaluation and benchmarking system? And last but not least: What time and human resources are required to implement the evaluation and benchmarking system? The evaluation and benchmarking system was developed in an open and transparent process with the Cluster Policy Unit, the cluster officers of the specialised authorities and the individual cluster management units. The system is designed to be implementation-oriented in order to serve as a practical guide.
